The context is a Fmaj chord in Fmaj.
The E note is part of the segment A G [F] E F - I bracketed the anchor... The E occurs on the 'and of 2' the final F follows on 3. Interpretation is set to melodic
This seems like the most perfectly normal way to use a passing tone. Why does it force the C instead of E? Its really not a 7th chord.
