The tooltips are very valuable when getting started but since they sometimes are quite extensive it takes some time to read them. I should also mention that I am dyslexic (and so is an estimated 10% of the all people, often without realizing it) and therefor my reading is a bit slow.
Instead of making them last a bit longer, how about two options for tooltips in the preferences: Short exposure, and long exposure?
Best of course would be if the time of exposure was determined by the extent of the tooltip :)
