When copying an instrument phrase on an instrument track, consider setting location with the orange pointer on the track you are working on rather than having to move your mouse back up time line to set location. It's an extra step.
It might be nice to have a window at bottom of screen or even to the right of the instrument track. This would show you the exact location of the cursor. This would only turn on when the mouse button is pressed like when you are copying, moving, or pasting a phrase.
Also consider SMARTMOVE. This button would be up next to the Quantize buttons. The SMARTMOVE button would let you move a phrase to another measure at exactly the same location. It wouldn't try to quantize it the nearest quantize factor you set.
It would also be helpful when unexpected MIDI situations. This would be to tiny LED lights, near Transport. They would blink or remain on when MIDI is coming or going out of SFP. Next to that would be a small block window, that would show quick glimpses of action. It would display MIDI channel and a note value..
If a file is playing it only need display a small, small fraction of data. If you solo a track the MIDI channel will stay consistant, the values may change to quickly to be of any use, but will go a long way when one gets lost data in the midi world.. The input would be helpful. If you hold down a note on your keyboard, it will be a constant display on SFP arrangement page, next to transport. If there is really a problem the console could be of use in seeing MIDI come in or out. Don't know how feasable console idea is, perhaps not enough processing time to do everything. But even a MIDI debug button would only call that into play when pressed.

You can select the desired target position with the span tool already. No need to use the time ruler. Did you know you can select the current tool using the keys Q, W and E? Pressing W instantly gets you the span tool.
Regarding smart move: Synfire does this already. Set tool button to 1/1 and use the arrow keys to move the selected figure segments by that amount. If the anchor was a little off the beat, it will stay there.
I agree the unused space at the bottom of the arrange window could be used for some more transport information. It is still very minimal. Often I also miss an input signal indicator too.

I have been trying to move notes in an instrament track. I set quantize to 1. However it does not move to the same sub-position at a later measure. I must blow up screen and then set quantize to 32 to get it accurate.. Am I overlooking or mis-understanding something?

You need to use the left/right arrow keys to get a relative move.
Mouse drag is an absolute move that quantizes the target position.
