Is there a way to create a new combo template?
say a swing jazz combo?

Sure:
Make an arrangement with up to 8 instruments and no child containers.
- Choose Container >> Make Sketch.
- Choose Playback >> Edit Current Sketch.
- Save the Sketch with File >> Save as Template.
Put it somewhere under the "Patterns" folder in your personal home directory's documents folder. The file dialog should offer this by default.
