Using Container to Override Harmonies

Hi.

Consider this picture:

I am attempting to use Container I to override all of the other Harmonies for the entire length of the composition.

My idea was to place I at the bottom to accomplish this, but I am so far not able to get I to go to the bottom.

So, is there a way to get I to go to the bottom?     And if so, would that accomplish my goal (once I populate i)?   Or is there a more appropriate way to do it?

Yes, the picture shows the container 'I' as slightly shorter than the full length.  That is inadvertent.

I think this is of no relevance to my being so far unable to put container 'I' underneath, but if it is relevant I certainly would want to know that.
