It would be nice to have operations to adjust/scale the duration of all symbols in a segment, without adjusting the position.

It's there: Hold down ALT while "resizing" the selection box at its right border. Whith individual symbols selected, this even works without ALT.
You also have the Length parameter for more sophisticated duration functions.
