Virtual instruments can have a volume controlled by velocity. 

But, for example a part of EastWest Hollywood Strings, have volume only controlled by expression (velocity define legato / attack).

A checkbox in Rack for choose "volume defined by controller x or velocity" ?

whilst waiting for this feature suggestion, remember you can drag the velocity parameter to the modulation parameter. You might have to extract the velocity data from the figures or snapshot it first (both options are in the menus).

You would define the expression controller as a Custom CC for the device and label it 'EX-VOLUME', or something.
