Orchestral Tools (OT) have released a basic orchestral library based on their Berlin series for free. More info on Berlin Free Orchestra here.
I've published a Device Description (find it on the Repository tab) that includes articulations, playing ranges and controllers for Strings, Woodwinds, Brass and Percussion.
The sounds are great and quite playable with sustained and short articulations. Extensive use of CC1 and expression works well. Fast runs can sound a bit synth-like at times, because there are only so many redundant round robin samples (if any) in the set.

Its a Vst plugin BBC symphonic Orchestra as a start.
You can drag it into the arrangement screen ,with a device description made for one instrument
Then you can choose a instrument out of a colored sector and a articulation
Here is now a instrument selected from the woodwinds ( dark blue) and a short articulation

A device description can only select sounds if the plugin responds to program changes or preset selection. As far as I know all orchestral libraries require you to load the desired sounds manually and match their channel numbers with the device description.
If you save the rack module as a preset, all sounds and the device description are restored automatically when you load the preset.

I made also for the free BBC Symphonic Discovery vst plug in too, a Device Description...

In the context of these Orchestral templates, I've added a Device description for IK Multimedia's SampleTank 4 Miroslav Philarmonik Full Orchestral Score. This is my first upload so is surely buggy and I still haven't finished the articulations but will update asap...
Sounds ok and seems to be low CPU taxing although I haven't tested thoroughly.
In case someone else has this library, just thought I'd share! Enjoy.
