Is it possible to make ostinato patterns irrespective of the harmony changes (usually based on tonic or dominant harmony) in Synfire? For example, can I have a repeating bass figure that utilizes tonic harmony (C maj) as other instruments follow a progression (Am, F, G, C)?

Another possibility is to use the parameter "Layer".
Take a look at the user manual:
"This parameter (Layer) assigns to the instrument one of the four optional layers of the harmonic progression (if available). A value of zero refers to the base progression.This parameter makes it possible to have individual instruments play different variants of the harmonic progression (see "Superimposition and Polytonality"on page 122)."

Or you could use horizontal scale symbols, make all anchors weak and turn off voice leading for them. You can strengthen the effect further by grouping repeated notes in a segment (same symbol over and over).
This way Synfire will attempt to stay with the same pitch for as long as possible.
