Force to use the default library for a choosen rack

In the embedded library i have add also the default phrase library of Synfire
Is there a way to force this default phrase library to assign to a choosen rack  ?

Now it assigning to HALion sonic 2 GM , while i add the library to a default GM rack 9HALion 5 a while ago.
Strange the default library GM has choosen in favor of the HALion Sonic 2 in GM mode. 
Halion sonic 2 in the GM mode .. perhaps a better alternative then HALion 5 in GM mode.
But other racks are choosen too by the default GM phrase library ..so assigning the  default synfire library to one choosen library is what  i ask for.
