Custom CC by Device instead of Sound?

Besides Modulation, PitchBend, etc., there are some other CCs I'd like to use for any instrument with a GM device.

Is it possible to set up the GM device itself with the Custom CCs so that all sounds utilize the same Custom CCs? Or must one set them up for each individual sound one at a time?
